海岸帶功能適宜性評價(jià)研究

【中文摘要】 新的形勢對海岸帶功能分區的客觀(guān)性、科學(xué)性提出了更高要求,但目前海岸帶功能分區的決策輔助分析在我國尚處于起步階段,各地管理部門(mén)既有強烈的應用需求,同時(shí)又對分析模型的建設與應用普遍存在理論和方法上的不足。本文出于海岸帶功能分區決策輔助的實(shí)際需要,針對海岸帶功能分區的性質(zhì)、原則、要求和工作過(guò)程,根據空間信息系統的技術(shù)特點(diǎn),研究建立一套針對海岸帶功能的適宜性評價(jià)技術(shù)方法,并在地理信息系統技術(shù)平臺上進(jìn)行應用實(shí)驗,對其中的部分關(guān)鍵技術(shù)問(wèn)題進(jìn)行了比較系統的理論分析與應用研究,以期為海岸帶功能分區決策提供技術(shù)參考。本論文主要包含以下幾部分研究?jì)热?首先總結性地介紹海岸帶、海岸帶功能適宜性的概念,歸納了海岸帶功能適宜性包含的自然地理適宜性、經(jīng)濟社會(huì )適宜性、規劃政策適宜性三方面,并把海岸帶功能區適宜性評價(jià)的內容劃分為單項功能的適宜性評價(jià)和海岸帶功能次序評價(jià)兩部分,從而建立起海岸帶功能適宜性評價(jià)的理論構想,并根據理論構想和對評價(jià)內容之間關(guān)系的理解,結合海岸帶的區位、地理、資源與環(huán)境特點(diǎn),提出了海岸帶功能適宜性評價(jià)的概念模型。其次,針對海岸帶功能分區的性質(zhì)和工作過(guò)程,結合海洋管理工作實(shí)際情況,既考慮數學(xué)分析的精確性,又考慮決策思維及思維規律,建立了以空間圖層為對象,以模糊評價(jià)和層次分析為方法的海岸帶功能適宜性評價(jià)理論模型,并結合GIS技術(shù),建立起一套較完整的海岸帶功能適宜性評價(jià)技術(shù)方案。最后,為使海岸帶功能適宜性評價(jià)模型由理論變成系統的功能模塊實(shí)體,根據模型的運行設計要求,利用地理信息系統平臺進(jìn)行了模型實(shí)驗。以大連市渤海沿岸的金州灣和普蘭店灣的海岸帶作為研究實(shí)體,在大量收集資料和實(shí)地調研的基礎上,運用模型對兩海灣進(jìn)行了評價(jià),通過(guò)評價(jià)將研究區域劃分為最適宜區、適宜區、較適宜區、一般適宜區和不適宜區五個(gè)不同適宜等級區域,然后根據適宜性評價(jià)結果,利用功能次序評價(jià)模型對海岸帶進(jìn)行了功能分區。

【英文摘要】 Content: The new situation for the Division of Coastal Zone features objectivity, science has put forward higher requirements. However, the Division of Coastal Zone features decision support analysis in China is still at the initial stage. For this coastal district decision support functions of the actual needs for coastal areas of functional nature, principles, requirements and work process, according to the spatial information system technical characteristics, study the establishment of a set of Coastal Zone assisted analysis of functional areas of technical methods And the geographical information system technology platform on the application of experiment, of which some of the key technical problems were more systematic analysis of the theoretical and applied research, with a view to the Coastal Zone functional areas to provide technical information and decision-making.This paper contains the following elements:First, the paper introduces the conception of coastal zone、the coastal zone appropriate function, summarize the suitability of the Coastal Zone features into the appropriateness of physical geography, economic and social appropriateness, suitability of policy planning, and the content of coastal areas suitable functional evaluation contains two parts :the individual functional suitability assessment and the order of the Coastal Zone features evaluation, which established a Coastal Zone functional area suitability assessment of the theoretical concept. And consider the principle of the marine function zoning and specific requirements, the combination of sea area, geography, resource and environmental characteristics, to the ocean function zoning suitability evaluation of the conceptual model.Second, depends on the characteristics and working process of the division of marine functional zones, combining with the actuality of the marine administration constructs the theory model of the suitability evaluation of the division of coastal functional zones.At last, in order to develop the model based on the result of operating the model and geographic information systems, the paper applies the model into practice, and makes the Jinzhou Bay and the Pulandian Bay in Dalian as research entities. The author collects a large number of research files and data of the two Gulf, and the research divides the coastal zone into five degrees:the most appropriate zoning for the area, More appropriate, appropriate for the area, the general area and not appropriate.
