A meeting of the Council of National Coordinators of the Shanghai Cooperation Organization Member States under the presidency of Uzbekistan took place on 17-20 November 2015 in SCO Secretariat (Beijing).
Participants have considered issues of preparation for organizational and substantial parts of the meeting of the SCO Council of Heads of Governments (Prime Ministers) planned for 14-15 December 2015 in Zhengzhou, Henan province. They have also studied draft documents issued for consideration and approval by heads of governments of the SCO member states.
In view of decisions made at the summit of the SCO member states in Ufa in July 2015 national coordinators have discussed the issue of starting the procedure of granting India and Pakistan status of full membership in the Organization
Delegates have studied draft documents on the Schedule of main events of the SCO for 2016 and the Program of cooperation between ministries of foreign affairs of the Shanghai Cooperation Organization in 2016.
Promising fields of cooperation between the SCO and the UNESCAP have also been taken under consideration, including signing a new Memorandum of understanding.

11月20日上合組織網(wǎng)站發(fā)布消息稱(chēng)，2015年11月17日至20日，上海合作組織成員國國家協(xié)調員會(huì )議在北京舉行，會(huì )議由烏茲別克斯坦主持。會(huì )議期間，各方討論了擬于2015年12月14-15日在河南省鄭州市舉行的上合組織成員國政府首腦(總理)理事會(huì )會(huì )議的籌備情況，以及擬提交政府首腦審議和批準的文件草案。
根據上合組織成員國元首在烏法峰會(huì )上通過(guò)的決議，各方討論了關(guān)于啟動(dòng)給予印度和巴基斯坦上合組織正式成員國的程序問(wèn)題。此外，各方還審議了上合組織2016年主要活動(dòng)計劃草案和上合組織成員國外交部2016年合作計劃草案，討論了上合組織同聯(lián)合國亞太經(jīng)濟理事會(huì )未來(lái)的合作方向，包括簽署新的諒解備忘錄。
據了解， 2014年12月14日至15日，上海合作組織(以下稱(chēng)“上合組織”或“本組織”)成員國政府首腦(總理)理事會(huì )第十三次會(huì )議在阿斯塔納市舉行。哈薩克斯坦共和國總理馬西莫夫、中華人民共和國國務(wù)院總理李克強、吉爾吉斯共和國總理奧托爾巴耶夫、俄羅斯聯(lián)邦政府總理梅德韋杰夫、塔吉克斯坦共和國總理拉蘇爾佐達、烏茲別克斯坦共和國第一副總理阿齊莫夫出席會(huì )議。

12月4日至16日，四環(huán)以?xún)葐坞p號限行。
鄭州市機關(guān)、事業(yè)單位、社會(huì )團體放假3天：
機關(guān)是政府機關(guān)，如市政府、公安局、民政局等;事業(yè)單位主要指學(xué)校、醫院等;社會(huì )團體主要指一些協(xié)會(huì )。

懸掛外地牌號機動(dòng)車(chē)在工作日早晚高峰期按車(chē)牌(含臨時(shí)時(shí)號牌)最后一位阿拉伯數字，在市區三環(huán)以?xún)葐翁枂稳�、雙號雙日通行。早晚高峰具體時(shí)段為，早高峰：工作日的7:00—9:00、晚高峰：夏季(5月1日至9月30日)工作日的18:00—20:00;冬季(10月1日至次年4月30日)工作日的17:00-19:00.
